Squid-like aliens plan to conquer Earth¸ but the giant flying turtle Gamera destroys their first ship. Their second ship captures two Boy Scouts as hostages and as protection against an attack by Gamera. The aliens use a mind control implant in an attempt to get Gamera to attack Tokyo. The boys foil this plan and Gamera does battle with the aliens.
